I'm not sure why all of their vegetables must have meat, dairy and fish. And why would fish be listed as an allergen with fries? It's strange. As they do not list ingredients I can't tell what is happening with the French fries. But the following items you should be able to order with modifications.

They fry their foods in soybean oil so at least it's not animal fat. They also need to stop adding animal products to their vegetables like bacon grease. There needs to be a lot of changes before Texas Roadhouse can be considered a vegan-friendly restaurant. With all the surprising allergens (fish in the Steak Fries?!) it also isn't a great place for any person with dietary restrictions or allergies.
